On December 12, 2002, the WTA submitted to the California Legislature its Implementation and Operations Plan
(December 2002) document. The document is entitled "A Strategy to Improve Public Transit with an Environmentally
Friendly Ferry Service." It was prepared in accordance with Chapter 1011, Statutes of 1999 and Chapter 404,
Statutes of 2001.
This plan shows how a water-transit system of seven new routes
and expanded service on existing routes can be built using vessels that
are ten times cleaner than existing passenger ferries.
The WTA conducted a 90-day public-comment period this fall, which included hearings in each of the nine Bay Area counties.
This plan includes a number of suggestions and recommendations
expressed by the public. All public comments received by the WTA during
the 90-day comment period are summarized and included in the appendix.
The appendix also contains the official comments of the Metropolitan
Transportation Commission (MTC) and the Bay Area Air Quality Management
District (BAAQMD), as well as all of the technical studies that are the
foundation of this plan.
We expect the Legislature to consider this plan during the current session.
Proposed legislation to fund it out of an increase in tolls on State-owned
Bay Area bridges, SB 916, has passed the Senate and is awaiting action in
the Assembly.
